The necessity of appealing to the study of social-economical development in Russia and investigating its theory and techniques is caused by realization and understanding of historical experience of modernization process. The author expresses his opinion concerning the role of the economical factor in the environment of the late Russian empire. He shows positive and negative aspects of the reform line at the late XIX – early XX centuries.
